I have a 23 day old baby boy, he twitches every so often, mostly, while he sleeps. I am a little nervous because I cannot put my finger if is normal, or if is bc his cold, uncomfortable, ect.
Any feed back??

No need to worry...It's called the startle reflex and is very normal. Many babies perfer to be swaddled as this keeps the twitches confined (like they would be in the womb) and are less likely to startle the baby awake when they happen. Babies typically outgrow this in the first few months after birth. You may occasionally need to hold or comfort him if the twitches scare him awake until he learns to self-soothe himself back to sleep.

I feared this also at first-i thought he was having mini seizures or something. Ha! How silly is that. But yeah its completely normal, and takes a while to go away until the nervous system is developed more. That's why they make funny faces too-like smiling-its so funny.
