My step daughter is a liar, HELP!

Me and my fiancee are living together and between us we have 3 girls... my two and his. I am not saying by ANY MEANS that my kids are perfect... i know that ALL kids test boundaries and misbehave... we have a problem though, his daughter age 7 is very deceitful and lies ALOT! She lies to get my children in trouble, which we find out later on, after ALREADY punishing them, then she gets "frowny faces" on her conduct card and changes them into smiley faces, she hides food and pretends as though she has eaten it, and when we find it, she acts as though someone else has hidden it, she doesn't wipe her butt and leaves soiled stains in her underwear and then says she DID in fact wipe her but, and she didn't get the soiled stain in her underwear, that it must have been someone else.

I think it is EXTREMELY ridiculous that nobody will give me any advice. I am nearing 400 views and NOBODY has any advice for me? not one person? even if it is maybe not the BEST advice... maybe it is something you tried with your OWN children... I am trying to get my SO to stop spanking my SD over the lying... it isn't working and all SD is learning is that SO spanks her and she doesn't like it... perhaps he should just continue spanking her and maybe it will eventually sink in that if she quits lying she will quit getting spankings... but thats not true either, because she will get spanked for what she did regardless... so i REALLY need some advice here... but out of nearly 400 people nobody is willing to give me advice. this is why i think that BMs are horrid, they would rather keep all advice to themselves then help out a SM in a time of need. Well, this child might be one of yours, constantly getting spanked for her horrid lying, and you don't want to help the SM crying out for help for YOUR child. what GREAT BMs you guys must be.
