Toddler Art Projects

I do art with the little ones at our local library 2x a week AND the program is ongoing so I am always in search of new projects. The challenge that I often run into is that we do not use paint or scissors (too many wee ones and not enough space). The art part of our program is 10-20 minutes. I would welcome any ideas others have!
