User Control Panel?

Hi Please help me to find the user control panel - I would like to change my avatar pic and have read from previous posts that you do this in the user control panel. Try as I might I cannot seem to find it.

okay, you know at the bottom of the screen when you're reading a post where it shows what post you're in? That little rectangular bar, click on the triangle on the right. scroll up the list and user control panel is at the top. Hope I helped.
