    Default masterbation

My son is twenty months old, he is playing with himself so often, mainly in his bed, that he is rubbing his thighs raw.

Well...I wouldn't necessarily call that masturbation. He doesn't realize what he's doing, and it feels good. Maybe try keeping the area squeaky clean and use powder to keep it dry and free of itching.
I never yelled at my son for touching himself there and I let him run around bare bottomed often. Yeah, he would give it a tug or look at it, but that's just part of being a kid. My nephew, however, has done pretty much the same thing as your son, and his mother always told him it was bad, dirty, nasty, etc... He scratched himself so bad that he would draw blood. She never let him look at it, or touch it, or do anything else normal kids are wont to do. I'm not suggesting that you have told your son that it's a nasty dirty habit, but maybe if you let him run around naked and look at it, it won't seem like such a novelty and he will stop. I have no clue on how to stop him from doing it. Try the extra cleansing and the powder and see what happens. He could genuinely just be itchy.
