To me, I think a toddler is a child at least a year old and can walk or "toddle". I also think that whole milk is better because it has more vitamins and fat in it that children that age needs to grow especially when they aren't eating a lot of solid food. Rice Milk is very thin and will not keep baby satisfied very long, it's like drinking water.

    Default whole milk

If there is no milk alergy I woud use whole milk. The fat in the milk is needed for development and growth and rice milk is literly rice and water blended with some oils added. They do have vitamins and minerals added. You can even make your own rice milk http://nomilk.com/ricemilk.txt has many recipes.
