Potty Training

I have a 21 month old son and he won't potty. He sits on he potty, he poops in the potty with the pamper on (just realized i should buy pull-ups).... He says Pee pee.. We watch Elmo goes potty, he will tell let me know when he is having relations in his pamper... BUT NOTHING> I am a single mom.. How do I get him to go potty?
