She just always wants to eat.

That isn't much information to go on. But I'll try to give you some insight. She still may need a snack every 2 hours or so - that is normal. Just make sure the snacks are wholesome and filling - like fruit or cheese.
If you are feeding her on a flexible schedule (like every two hours), offering a variety of healthy foods, and letting her eat until she is full (not taking food away early or encouraging to eat more than she wants) then she is probably eating what she needs.
Consider reading the book "How to Get your Kid to Eat, but Not Too Much" by Ellyn Satter. It will give you a lot of good information to make sure your toddler continues to eat just the right amount for her.
Also, don't use what other toddlers are eating as a guide. My son "packs it away" like none of his friends, and he is much more plump than any of his friends - BUT he has stayed on the same growth curve since birth so I know he is eating the right amount for him.

If you don't feed your child processed food, or foods high in sugar and fat, it is hard for a child to actually over eat.
