small size underwear

Any suggestions on where to find toddler underwear that is smaller than 2T/3T? My 21 month old son is off and running with the potty (yay!) but he is small for his size. He's in 12month-sized shorts. I haven't come across underwear that small yet... I've looked at preemie resources, but they only cover infants (no underwear). thanks!

I am so envious! Although I don't know what to do about the size. My girls are very petite. Maybe try swim diapers? They don't absorb very well and are thinner than normal.

Childrens place, size XS! They fit!!!! =) And they're adorable...they have briefs as well as boxer briefs!
